Nope, and even if he did.. so what? Plenty of pitchers put pine tar on their hands on cold nights to get a better grip of the ball..

That no cheating, they already had an inteview with him and many other pitchers asking around about the stuff on his hand. The MLB said this is not illegal or cheating because many pitchers use it now and used it before. You could say its a tool they use for pitching on cold nights like a batting glove so the bat wont slip.

i couldnt tell if it was pine tar on ESPN but now since i saw it up close now i can tell it is pine tar i just thought it was a little weird cuz they said it was dirt and then they had a flashback moment to the ALDS and ALCS when they said he had dirt on his hand in those 2 games

It is illegal, and cheating. But, if the umpire doesn't declare that he has pine tar or w/e substance on him, than everything is fine. In a few interviews, MLB veterans have said that most people use pine tar out in the field. On bats, gloves, pretty much everything. It's perfectly acceptable to people in MLB, because everyone does it, but it is still against the rules to use any substance on the ball.
